Combating RMT is important, even while the game is unpopular, because if it ever gets good the economy is going to be so screwed up by these people stockpiling money that new players will never be able to afford anything. Things like this most certainly SHOULD be reported, to the right venue (the STF). I'm not sure where you are getting your information that "reports like this" are being "easily dismissed". Is it the lack of reply from the developers to posts of this nature being dumped into the general discussion forum which is entirely the wrong venue?

You can't call Tom and get pissed when Bob never calls you back. Also you don't know if some forum rep discretely passed this along to the STF, nor should you expect to know since again, this is entirely the wrong venue. Send it to the right place to the responsible parties, and then it's out of your hands. At that point you've done your due diligence (assuming there was any); the end.
