So my monk queue times are running all under 5 min, but I hear complaining about dps queues being too long...what gives? I'm not complaining but is it base don being melee dps, or monk specifically? just wondering how the queues work

it really depends on time of day and what you're queueing for. If it's something required for progression such as HM dungeons then your queue will be rather short, but low level dungeons not required for anything except leveling and animus books are going to have longer queues since fewer tanks and healers queue for them.
expert, high, and syrcus have all had queues under 5min, sometimes barely over 1. Is it like this for all dps?it really depends on time of day and what you're queueing for. Queue times are currently short for those particular instances for the following reasons:
Expert: Everyone wants Poetics. These dungeons are also involved in the Zodiac Quest.
High Level: These dungeons - all of them - are involved in the Zodiac Quest right now.
Syrcus: There are still people gearing up alts and collecting Sand and Oils.
Also, I believe it's been observed before that Melee DPS tends to have lower queue times than Ranged DPS because the Duty Finder tries to pair up a 4 man as Tank/Healer/Ranged/Melee. Even though Ninja is a thing, apparently there are still fewer melee players around than there are ranged.
The only queues DPS truly suffer in are low level queues. Honestly, I feel like that's why SE keeps shuffling us back into older content for the relic quests, so those dungeons at least see SOME play from veterans.
new healer and tank will hopefully help with that, especially the new healer
It can help, but for the most part healers and tanks just don't see as much play as DPS classes because people are scared off by the amount of responsibility they have. Short of rebuilding how the game works so that DPS have more responsibility in the success of party content, the effect will be temporary.
Not really. People that end up maining the new healer will probably mostly be people that are already maining healer. We won't get much of an increase in numbers (if any), but we will see an increase in diversity. The same goes for the new tank. We're not going to see tons of DPS suddenly have a change of heart and switch jobs just because there's a new veneer over the old role. It takes a certain type of player to main tank or heal. Those people are going to level up quickly and then not be seen in low level dungeons again. They may do like I do and just run low level dungeons in a premade for leveling. Not to mention we're also getting a new DPS class in the mix so...
