    They don't just use level 1 characters. If you have any experience with RMT's and their advertisement policies, they use stolen accounts which may have characters ranging from 1 to whatever the max level may be in any MMO.

    On an average day, I only need to remove about 10 from my list which takes about 15 secs, which is usually more than enough to block the days worth of RMT tells. I hear some servers require more but that is because there are probably a lot more gil buyers on those servers and it would make sense to advertise heavier on those servers.

    The only true way to knock out gil sellers is to knock out the consistent buyers.

    This. Quoted for truth and justice. So long as there are lazy rubes willing to buy in-game currencies, and those who are too apathetic to be against the purchase of in-game currency, there will always be spammers advertising the purchase of in-game currency. So long as there is a demand, there will always be a supply.

    Until such a time as that happens, however, I wish that the team would implement a feature similar to WoW, where, upon reporting a gil spammer, that spammer is "muted" to the character you are currently on, for as long as you are logged onto that character. No need to add it to your black list (you would be able to actually reserve the black list for players you want nothing to do with).
