Artisan offhands are the same as 3* crafts, its just that their starting quality pool is incredibly diluted by the sealants (you'd only get 600/4900 max).

I think people have mentioned this; there is no "set rotation" for 3 and 4* crafts due to how CP intensive it can get. However, your starting rotation (CZ and inner quiet) as well as progress abilties should always use the same amount of abilities to finish (such as 1 PbP, 2 RS and 1 CSII). When you can forecast how many steps you need to finish a craft, you can use the rest of your durability on quality increase.
