I pre-buff everyone whenever I can but in my case it's always the tanks that never want to wait for them :\

or, stoneskin an entire party for a fight, damage comes in, you don't have to focus as much on dps/other healer because you were clever enough to have a stoneskin on them, and now have possibly a gcd or two to focus on the tanks initial damage intake before looking at dealing with more damage on dps.
seriously. if you have a shield there, why not use it? what's the harm of that 3 seconds or so it takes to cast.
It may not be necessary, but is there a reason not to do it? It's not like it becomes a detriment to your mana pool (especially for Scholars) to pre-buff before every pull. Really, the only reason not to do it is because a healer is lazy.
I mean, you can argue the math behind it all day, but in the end whether the benefit is agreed upon to be insignificant or significant, there is no reason NOT to take the few seconds, and the little resources to do it.
That might be the one sole reason one could use to argue against pre-buffing.
There have been many times I've pre-Adlo'd a tank right as he is running in to Shield Lob/Tomahawk a mob or a boss and I grab aggro for a few fleeting seconds until the tank readjusts to the situation. Most of the time it's just that, a very minor inconvenience. But, I've had some tanks get absolutely irate with me for doing that. It's like "Gee, I'm so sorry I'm trying to keep you alive, and maybe give myself a few seconds to go Cleric Stance and put up my DoTs before having to return to healing you." Some tanks are just jerks.

A 3 second Stoneskin cast when nothing is happening that has no downside, or 2.5 seconds casting Cure/Physick that I could have used casting Aero II + Aero or Bio II + Bio, which incidentally both generate less enmity than the healing spell? Yeah, that Stoneskin was a waste of time.
Most of the bosses dont do anything to strain your mana pool in the first phase at all, but they will mostly AoE your stoneskin away.or, stoneskin an entire party for a fight, damage comes in, you don't have to focus as much on dps/other healer because you were clever enough to have a stoneskin on them, and now have possibly a gcd or two to focus on the tanks initial damage intake before looking at dealing with more damage on dps.

if i dont need pre stoneskin or adloquium before a boss is being engaged, to keep the group alive and my manapool going, theres no reason to do it.
What is the main reason to not cast Succor on the whole party and Adlo on the MT?
When I go SCH I will buff my party as much as I can. Arguments that can be made to not cast Adlo/Succor is the same for not casting SS. In the end not casting an easy buff is just being lazy.
I can see leaving off Succor in normal content. If everyone is doing their job (i.e.dodging AOEs and watching their hate so they don't pull mob off tank), the effect is wasted in most cases. Unavoidable damage is very rare in 4-man content, and at best uncommon in 8-man or 24-man stuff. I agree on Adlo. There's not really a good reason not to use it often. Cure + Stoneskin in 1 cast for less MP than casting both, that also happens to be faster than SS is just at the border of being overpowered.
Every boss fight you mean. Which in CT/ST is only half the time you spend there. I don't claim to know anything about FCOB, but offhand from what I know, in BCOB only ADS and Twintania have unavoidable stuff, in T6 just Blighted Bouquet (right?), T9 has a lot, haven't done 7 and 8 much. In CT it's just the floor at Behemoth and one attack that Phlegethon uses. ST Scylla just Unholy, Amon has a few, and Xande just has Ancient Quake, Aetherochemical Reaction, and Imperium which you want to split damage on, but the only one for Glasya is the weak first Deathstream.
