It may not be necessary, but is there a reason not to do it? It's not like it becomes a detriment to your mana pool (especially for Scholars) to pre-buff before every pull. Really, the only reason not to do it is because a healer is lazy.

I mean, you can argue the math behind it all day, but in the end whether the benefit is agreed upon to be insignificant or significant, there is no reason NOT to take the few seconds, and the little resources to do it.

That might be the one sole reason one could use to argue against pre-buffing.

There have been many times I've pre-Adlo'd a tank right as he is running in to Shield Lob/Tomahawk a mob or a boss and I grab aggro for a few fleeting seconds until the tank readjusts to the situation. Most of the time it's just that, a very minor inconvenience. But, I've had some tanks get absolutely irate with me for doing that. It's like "Gee, I'm so sorry I'm trying to keep you alive, and maybe give myself a few seconds to go Cleric Stance and put up my DoTs before having to return to healing you." Some tanks are just jerks.
