Judging from that post I'd say they may be referring to a tank mechanic in WoW during Cataclysm and into MoP called Vengeance.
It was very OP, and brought tank's dps into the range of pure DPS classes and sometimes even more. It caused a lot more people to play tanks in terms of PvE and PvP because they were incredibly strong. So yes, compared to that, tank damage in this game is something to scoff at and is very boring.
I'm certainly not saying something like that should happen here though >.>

Tank is boring. Oh let me clarify, tanking as a PLD is boring. I love WAR. But PLD suffers horribly in this game. Dmg output is no where that of WAR. And Playing PLD....boring. Thats why you have no tanks in the game. If you gave me the choice, im picking WAR everytime, and thats only one of the two tank roles available. Once again, you will have people that are elitist, completionist, but many people with this game wanna have fun, hence why most are playing DPS. Its flashy, you feel like you are doing something. Until they make tanking more fun than chore, we are gonna have the same issues, no matter how many Tank jobs they add.
