Legendary (Completed) Zodiac Weapon RESPEC BUG (Sphere Scroll)

In short, you CANNOT use three Superior Enchanted Inks to get a Sphere Scroll that will allow you to start respecing your LEGENDARY Zodiac. NOTICE: I said 'Legendary'. I have successfully respeced a Novus and a Nexus weapon, so I am not talking about those. For example, the Novus Bow and Nexus bow are fine, but the Yoichi bow IS NOT fine.

Steps:
1. I wanted to respec some stats on my Yoichi Bow. I went to North Shroud
2. When I selected Zodiac modification, Jalzahn tells me to get a sphere scroll from Hubairtin
3. I got three Superior Enchanted Ink from my retainer, and bought the Bow Sphere Scroll from Hubairtin.
4. INSTEAD OF HAVING MY CURRENT MELDS on the scroll, the SCROLL IS BLANK.

Correct me if I'm wrong, but after getting the sphere scroll from Hubairtin, don't you have to then take the (empty) scroll to Jalzahn to have him put the materia infusion stats onto the scroll? And then you take the infused scroll back to Hubairtin and have him remove infusions of your choosing one by one so that you can then re-infuse, then take back to Jalzahn and then transfer over the stats to the weapon. I believe this is the way things went with my re-spec.

Weird. Maybe it's a problem with the bow in particular, cause I was able to respec an Aegis.
