Olgoi-Khorkoi...

I am currently 0/21 on the fish (well 21 get failed "big fish" catches so I assume that its the olgoi), and my gathering stats are quite high in my opinion. I have 389 gathering and 306 perception. Is this normal?

I got my three with 348 gathering and 297 perc. I skipped the artisan and went straight for supra. The missed messages might be another high level fish, magic carpet i think? I got a few of those during the time frame for the other fish but never outside of it.

If you were catching magic carpets, you were at the wrong fishing hole.

Anyways, it's just bad luck. It took me 44 tries to catch The Matriarch - that's 44 getaways for one fish. I personally don't believe in this but some will claim higher perception is causing you to catch bigger (HQ) Olgois that require higher gathering (and therefore higher fail rates) so you can try dropping some perception to see if that helps.

I was at the same spot i caught the olgois so maybe it was hqs i was failing on too.

Upon someone in my FC's suggestion, I lowered my gathering to 348, and got all 3 in a 16 hour heatwave.

I decided to meld only gathering to my new fisher's set (that later went on retainer) and I got 3/4 of Olgoi-Khorkhoi. The accessories are ilv70.
