My single overclocked 970 has no issues with 30+ fps with all settings maxed except in cities. Since I'm not exactly fighting anything in Limsa Lominsa, 20fps there is irrelevant. A single 980, especially an overclocked one, should have no problems going even higher.

You overestimate the capability of the hardware when the situation and scene is cpu bottlenecked vs gpu.

City states are CPU bottlenecked

Out in the field is gpu bottlenecked.

30fps is not smooth to play at, it is choppy as every frame is displayed twice during a refresh interval.

30 is playable. Anything sub 30 they play it but I can almost guarantee they don't like it as the game chops and starts to look like a slide show.
