    And Moggle Mog gets the same statement. Shiva is the same as Moggle Mog in terms of Primalness. It's just confusing for them because Primals are always cases of actively worshiped figures, which doesn't apply to either of them.

    And Elder is old Primals, around the time of the Allagan Empire in all likelihood, not just pre 6th Astral Era.

    Shiva was a new born Primal of flesh and blood unlike Moogle Mog because she was using Lady Iceheart as her vessel.

    Essentially we know (so far) that Primals can be summoned in several ways;

    A) Tribute/Believers & consumption of aether (Ex: Garuda, Ifrit, Titan, Moogle, Ramuh, Leviathan, Bahamut)
    B) Offering the Primal deity your own aether & body as a vessel or conduit (Ex: Shiva, Phoenix, Hydaelyn)
    C) Elder Primals (Ex: Odin)

    They've repeatedly hinted that there are even more ways for Primals to manifest and that we've only scratched the surface when it comes to understanding aether.

    Bahamut is an Elder Primal as well. Believers are required for the summoning of a Primal as well. Shiva and Phoenix had people praying for them too, even if with Phoenix it was kind of a roundabout way. Who is summoning Odin and what his deal is will presumably be handled in this latest patch.
