I was hoping for fully scaled too, BUT
the deciding factor of this deal, which AFAIK is still unknown since none of the picture have them with their mouths open, is:
do they have the "shark teeth"?

I think this' a fair compromise. I get that it could possibly 'take away' from your enjoyment of the race if some were to have scaled-faces.
However, you'll be playing a half-dragon. Opposing scaled-faces seems a bit wrong to me, under that knowledge.
As well, you already have those giant armor-like, dragonscale protrusions (someone described them as skin diseases)... this little extra touch would actually enhance their aesthetic in my opinion (rather than them feeling out of place like barnacles or tumors or something).
A lot of people cover their faces already & it'd be hardly noticeable from a distance I perceive.
I don't think it's a lot to ask really to let those who want a more dragon-like appearance have it.

In all seriousness just because whatever the norm is in other settings doesn't mean SE need to follow suit.
It's just an excuse so he can say "because they're half-dragons they must add this option or it's wrong".
