We KNOW it's never been implied.So, to recap:
Anatha: It's never even implied that Shiva had descendents.

Also, it'd be cool if you could explain how Shiva's heretofore unmentioned descendants moved to an entirely different continent and multiplied enough to be a full race in the time since Shiva lived.
That's why they're coining it was a possibility. It's not likely, infact it's very very unlikely. But that doesn't mean it's one of the million possible story-arcs and or 'backgrounds' for the race.
Is Shiva bound to the continent of Eorzea and only Eorzea, we don't know this.
We don't know how many years ago that this 'happened' if it even did. A lot can happen in a long-space of time. Exile, migration, genocide. The possibilities are there, all everyone is doing is having a bit of fun guessing as to where this race might have come from.

Seeing as it's a Human > Dragon race, and the ONLY record we have of a 'human' formed person lying with a dragon is Saint Shiva.
So it's a fairly simple game of connect the dot here.

No-one is saying it's a cannon fact. It's all a bit of fun/guesswork/theorycrafting.
That takes the fun out of the speculation/theory crafting.

^^ ThisEssentially, the female Au Ra could be significantly different from human women in ways that the male Au Ra are significantly different from human men - but they aren't, and not as a matter of technical difficulty, proven by example in what the model team has already made in the past.
The visual design choice isn't one being made of technological limitation - it's one being made out of a fear to take perceived risks with character design.
I think what we have here from SE is something that is.... safe. They don't exactly have subscribers beating down their doors, so they have come up with something, that if you squint, looks like every other 'race'. Thus, more likely to be accepted by the masses.
The male looks cool enough (though safe), but the female... looks like she'd rather be home baking cookies.

I have seen some Elezen F Wildwood that look more like they would rather be home baking than the Au'Ra F
Having read the previous comments (and arguments) in here about this, I'd like to wander into the fray and give my opinion as well.
Mild 2.4 spoilers ahead.
One of the first thoughts I had when I saw the Au Ra was the comment in the 2.4 storyline that Shiva had lain with dragons. No, it is not declared that she had offspring, but it would make for an interesting bit of lore and a great origin story for the Au Ra. SE undoubtedly has a roadmap to 3.0 and beyond and has been moving the storyline toward Ishgard in the last couple of patches. It is possible that the line about Shiva is unrelated, but I would not be surprised if they were setting up for the new race even before they announced them.
Sure, the Au Ra could be a friendly Dravanian faction (like the friendly Beast Tribe factions) or just a random, new race, but I think this is a much less-interesting approach from a lore standpoint.

it's not just you, the ones shown look angry/grumpy kinda like they are ready to hurt something or bite its head off. maybe their partners weren't putting out at the time of the pic....lol j/k sorry couldn't resist :P
