NPC not show up in the hall of flame

i go to hall of flame in uld, try to buy some item from npc. but i only c one npc, i waitted 2 mins, still not show up.

exit and reenter,waitted for 5 mins. both npc never show up this time, but i can see the green dot on my small map.

exit and enter again, still not show up after 5 mins.

relog and enter, only see one npc(Aubrey)

OK, it's a bug.

please fix that, thanks

I got the same bug yesterday, even after I exit the game and log back in the NPC won't show.
Which is a problem because I can see on the map that it has a quest for me..
