Unable to instantly log out in sanctuaries

I noticed it this morning, and the issue has persisted ever since. When I am in a sanctuary I'm unable to log out without having to wait 20 seconds (like you normally do when you're outside of sanctuaries). I get the "You have entered a sanctuary." message in my chat log, but the wait time is still present. I've tried changing zones (personal house, lavender beds, new gridania, old gridania, ul'dah, ...), tried going out of the sanctuary and back in again, tried going into a duty and when I came out it was still the same. The issue even persists when I switch to a different character or restart the game. Another thing that happens is, that when I do log out, I'm unable to log in again with any character for approximately 30 seconds, since I keep getting error 3102 ("you are still logged in...").

I have written a bug report in game and requested help more than 3 hours ago and still haven't heard back from anyone. My characters are Lia Starcoat and Cookie Crumbs on Odin.
