They is exactly one reason to get Topaz over ruby and that is the cost.

The SS is very important for WAR so you can get over 400 and fit in 9 hits during zerk. (390 is the minimum but a lot recommend 420)

You don't run out of TP because of SS you run out of TP because the fight is long.

I think people sometimes neglect to realize that Wrath Abilities give you a huge buffer on your TP. Three minutes on a dummy in Defiance and I'm at 800 TP still, out of Defiance I'm down to 400-500. Also, SS synergizes well with warrior because you'll have less down time on your wrath stacks.

Only thing that sucks about the Topaz gear is the Parry though :S.
