At times I wonder, what the heck is the difference between adding subdivisions and adding more wards?

At times I wonder, what the heck is the difference between adding subdivisions and adding more wards?

Sometimes, I wonder if it was easier in some way (coding, server, other stuff I don't know much about) to append the subdivisions to the wards rather than attaching them to the cities and zones like the wards are. I was surprised it was done this way since each ward has lots of blocked off areas that seem ready made for expansion. :/
