First do the Quest in Old Gridania, you'll get send to the lavender beds. Once you've completed your quest there the daily quests for the other housing wards will open up.

When on your daily quest, find a starlight tree in one of the housing wards

no, you don't understand I did all the quests and the dailies of the event and none of them required to get to a player's tree.

True. But to get yellow/blue/red fallen stars you will need trees placed by players.
