The other ironic part is that many of the 2* mats (Coke etc.) and crafted items (Darksteel Ingots etc.) cost more than the 3* versions (Wolfram Ingots) because you need 9x the mats and they drop roughly as often.
I will say that Treasure maps drop these in stacks of 8.
I suspect that part of the reason they require nine is the Quality dilution effect they have. IE - you have two HQ Darksteel Nuggets, and 9 NQ Coke, those two Darksteel Nuggets are not going to offer much in the way of starting Quality.
That was my theory as well, which is why I suggested making Coke more accessible rather than changing the recipe.
