I believe it's a server load thing. It also limits what appears on the map for you and sometimes a multitude of green, blue and orange circles is just too much to process or even identify as a player for which quest where.

Okay, I'm not sure that answers my questions or not. Maybe it does but I'm not understanding what you are trying to say.
I have played a bunch of other MMO's and when playing them I was able to display anywhere from 20 to 30 quests on my screen at one time. For some reason I can only display 5 quests on my screen for this game. There has to be somewhere in the settings to increase the amount of quests listed on the player screen? Otherwise I need to keep opening my journal each time. . .and that is poor QoL while playing.
I could be wrong but i think the quest list extends below the screen. The only way to get to see more of your list would be to shrink the font size. I'm at work so I can't look for myself at this time. Someone please correct me if this is bad info.
There is no current way to display more quests on the quest preview plate than 5. You are not missing a setting to show more there just isn't one. You can go into then journal and mark up to 5 you want prioritized to show, or utilize the sugested duties pop up which can be found in the character> gameplay settings. This will only show you names, no progression information, it will also display level appropriate fate in the area you are in, and any level appropriate dungeons.
You cannot change the number of quests shown. If you have more than five quests active, you can control which five are shown by going to the Journal and marking the checkbox next to up to five quests that you want to focus on first. This marks them as priorities so they'll be shown in favor of any others.
(Note: the priority indicator is one-way only. You cannot choose to exclude a particular quest from the on-screen list except by prioritizing five other quests. If you have fewer than five priority-checked quests, the game will choose other unchecked quests to finish filling all available spots in the on-screen list of current quests.)
