Look at that health go! Consequences for running into a billion enemies in the open world? Wow! So you slowed down while on Chocobo, but still ran on foot normally? Sounds like the better way of doing it as long as there is monsters who would threaten you. Otherwise just remove both cause the outcome ends up being the same either way (you getting away with no damage).

There's actually a fairly simply yet eloquent solution...
Keep heavy. But make it only apply to melee attacks or spells that already specifically gave it as a status ailment. As a trade off give cast spells a % chance of knocking you off your mount. The % chance decreases based on your MDef and level difference, thus making it nearly impossible for a lvl 41 sylph to knock a lvl 50 blm off their mount, but a lvl 41 would still be legitimately threatened.
The major problem most players have with Heavy is that it applies from cast spells, which can hit you even after the mob has leashed. Getting in melee range while on a mount can be avoided if you're creative enough, but spells...nope.

Think of what you're asking for here!

The poor sahagin and sylphs already have a complex because of the adventurers running through their homes with impunity and just ignoring their feeble attempts at murder! Heavy is all they have. It's there only way of telling a i116 geared warrior (not a paladin, those guys have tempered will...smug jerks) "Hey, remember me? I'm here". It's a small price to pay to help the self esteem of a lowly trash mob.

    Think of the monsters!

Also, for only 2 gil a day you can help a mossless gobbue find some moss.

Simple solution: Give Sylph a physical range attack.

This is why mmo these days are so boring people just want to run through hordes of enemy mobs on a chicken and be invulnerable to magic spells. Sure its okay if we get hit by an arrow that doesnt slow us down or really do anything, But heaven forbid you get hit with 1 attack in the entire outside realm of the game where you have a slight chance you may have to dismount and actually fight a mob or 2 in the enemy territory that your carelessly running through. 99% of the time you just continue on with the slow on you because you will still outdistance the mobs agro range. Seriously 1 detrimental effect in the entire outside realm of the game that can cause the slightest chance of you having to possibly fight a mob or 2 and you want it removed. I so miss old mmo's and death penelties, large loss of exp when you died , corpses, shard loss, Level loss. Grey mobs that agro you. No leashes on mobs and they would chase you across an entire zone.Ventering out in the realm was dangerous.

What you say is half true half false, however I do agree with your vision of how the open world should be as I too kinda miss the challenge, but current mmo are all about accessibility unfortunately :/
