Well i don't like crafting... I like to destroy!

Can i buy materia at the market and socket it into my gear without any crafting lvl???

I bought one maneria and i can't use it but it says that this is lvl 30 item. So when i'll hit lvl 30 i will be able to socket it into lvl 30 gear without any crafting lvl required?
