NicoNico payment error?

Visa says they're having "technical issues" with Verified by Visa, then transferred me to the Verified by Visa dept which said I was correctly enrolled in it, and the issue was on the merchants end.

I can verify Verified by Visa works for me, as it works with Pizza Hut online.

Niconico doesn't ask for my 3 digit number on the back, that is maybe their issue?

[EDIT] Tried calling Visa again, they see it being approved by Verified by Visa. Told me to contact the merchant. Still getting same error in OP. Nooo
