If you want to watch the keynote (the presentation with the Heavenward information in it) and the primals concert, then yes, you will need to pay. Otherwise you can watch everything else, through the free niconico stream. However, if the stream becomes too congested, paid users will have priority and free users may not be able to see the stream.

The announcement says it will be in English and Japanese. Though it does also say that not all panels will be translated, and they may vary a bit with content between the two versions. Only the Keynote will be translated in real-time.

This wording makes it sound like you only need to buy it once to have access to both days.

This, just bought it and NicoNico says i have access for both days, just make sure to buy the English one.
