Unable to use chat channels outside of Duty Finder

Steps: I joined a Party with both a Friend and a non-Friend, and tried this while outside of a party as well. I cannot be heard by anyone in /p, /l, /fc, or /sh. The sole exceptions are that when I'm in duty finder I can talk on/p and always I can use /say. I have verified that I am not blacklisted by the people who cannot hear me. This also appears to have applied to a conversation I was attempting to have with a GM.

About a year ago right when the game came out my account was compromised and I was used as a gil spammer which I think might be related, though for a small period about 2 weeks ago people were seeing what I was saying - at least in tells and party chat.
