Zodiark on the Chaos data center, it launched with the release of the ps4 on April 2014. In all honesty though the youngest servers (Jenova, Zodiark, Shinryu) are most likely the least populated, the markets are super expensive as there is not a lot of supply, and are probably the most behind in terms of progression, you can always created a character to check them out.

Zodiark would be correct. As noted you'd better be ready to really work - not only are they fairly recent servers, but they're also by far the least populated servers (There's about 1/4th the players on Zodiark compared to the second most populated EU server... about 1/7th the players of the most populated!). This means there's plenty of opportunity for your achievements to really matter (and I can guarantee you almost 0 competition for personal hoursing if you're so inclined) but also that high-level rare goods that might actually be somewhat common on other servers are likely going to be very challenging to get your hands on.
This isn't always a bad thing, though. Actually, whether this is a good or bad thing depends on how often you're the buyer compared to how often you're the seller. It means that if you have any interest in crafting, gathering, gardening, etc, (especially crafting) there will still be some demand for items you can make, grow, or gather.
(And the other big disadvantage some other games have on low-pop servers, difficulty in finding people to PUG group content with, is largely eliminated by the fact that Duty Finder pulls people from multiple servers.)
