Snow mess up Big Fish catching in cities/wards?

Simple question as the title states, all major cities and housing wards are perma snow as of this event. Anyone able to verify if that miffs up the fish weathers or not?

Last fish in the cities/wards I need to catch is Carp Diem in Grid and I've tried fishing a few windows with no luck at all, so i assume they will not be obtainable until Jan 1st when the event ends. I remember reading somewhere that snow acts like rain so you can apparently still catch the Stormdancer in Grid.
