Delivery Moogle

I am trying to do the delivery moogle quests that I know I haven't completed yet, or even picked up, but when I look up the quests it says that the required levels are 13 and 15. My carrier level is only 11. Did I miss something or what? I am trying to figure out how to get the carrier level higher but I have done all the previous quests and I'm unable to find anything that I can do about it. The delivery moogle isn't even showing up for me in Limsa Lominsa either.

Maybe I'm not the right person for this to answer your question, but maybe you can try to look up a guide from the Delivery Moogle quests, walk through the whole line and maybe you'll find a quest you haven't accepted yet?

Other than that, I haven't experienced any problems yet..

Most likely you didn't do the prerequisites.

Central Shroud, Sorrel Haven X:16, Y:18. Speak with the NPC Marcette. Complete any quests available, after completing "Thwack-a-Mole" return to Limsa and check near Bulwark Hall.
