Don't you see it at all? I also had difficulties to create my character on Moogle, it said the world was full (grey letters). But I kept refreshing it and at some point I could join.

To be honest, I kept trying for a few hours. I think it starts to be available when there are less players connected somehow - but again that's just a guess. I made one easily at midnight or so.

If you're making alts, I would recommend waiting until after tomorrow's maintenance to increase your chances.
