The status is actually..a little misleading. You only have so much minutes before the server isn't accepting anymore, and the status isn't updated til a few hours later to reflect it(meaning both of those servers are likely not accepting minutes later, and all servers are closed off but it still shows on the site that its accepting..). Basically, creating new characters is ridiculously hard to do in this game.
