Gladiators. What are they now?

What ever happened to the bold part? I think gladiator attack potencies should be increased when there is no shield equipped. Will there be a time in the future when this happens?

Edit: And please do not bother mentioning the poll question about changing the rules of eorzia. There are things that shouldn't be changed and should start to be followed, unless you would like carnivorous Miqo'te who rule all the other food-slave races.
