That's obscene. I know West Coast players that don't have it that bad. Even so, that's more like 12% of your GCDs, and that's not 100% of your DPS.

Involuntary bunnies and other disasters are certainly a loss of DPS, but I don't think that's typical to these discussions. A lot of players have no hope of becoming Hokage even with 100% accurate ninjutsu registration.
