The issue usually occurs randomy. Sometimes I'll be traveling on mount in between areas. It occurs mostly during dungeons, the specific dungeon doesn't affect the issue as it has occurred in several. Today I was traveling to Wellwick Wood in Eastern Thanalan and I encountered the issue. It occurred several times last night as I was gathering crystals in different areas and Flax in the Southern Shroud with my botanist.
