90K connection issues when playing FFXIV

Any time, does not seem to be a pattern. Most recent around 4:30PM (UTC) Dec 17th

Frequency:
Always (it's frequent but there are days when it doesn't happen at all and then days when I'll get 10+ 90ks. For example the few days before 2.45 patch were really bad. Then several days following the patch I had almost no disconnects. Now since yesterday I keep having them again)
Also some of the time after 90k I will get a 2002 error when trying to reconnect and game client closes.

All over the place, no real pattern. Most recent in Limsa Lominsa at the market (Summonning Bell)

Happened in both situations.

Steps:
Use Summoning Bell, Aetheryte, Teleport, Talk to Quest NPC, Fishing, Loading into Trial/Dungeon... lots of different scenarios
