When I was doing pvp it happened at about 12 am ET. When I first noticed it when doing Dzemael Darkhold, I can't remember.

Steps: (more of a description or story)
I was doing Dzemael Darkhold parties with my friend to level her to 50. I was going thru the dungeon like mostly normal, then we both had issues with lag. There was jittering freezing but still moving around. We both sort of brushed it off thinking it was the rainstorm doing something to our powerlines. Then, I started to get it worse, she was getting the light end of things. I was ready to go into the dungeon and before the first pull, everyone froze. I was on skype with her and she told me they were already in the 3rd room. I tried running to the room but everything was closed and everyone stood frozen. It took a long 30 ish seconds for things to fly everywhere in fast motion and get caught up, but I still had the stopping and jittering every 5 seconds. That happened all throughout the dungeon. In pvp, it was the same deal. People were teleporting everywhere on my screen and I lost my target and couldn't find my target several times. It was very upsetting.

Steps:
I came back from AFKing for about 2 hours, have been lagging and 90k-ing ever since. I can't even log-in properly anymore due to the instant 90k errors. Even when i get inside, i'd get kicked out within 10 seconds.

A little Info for the Devs. I've already narrowed my problems to the Play Station Network's current issues as I'm a PS4 player. I've also encontered serveal players from varrying servers and data centers haveing the same issues that also are on either the PS3 or PS4. All of the cases of 90k disconnection that I've had have recieved the 2002 error and forced me out of the client. This pattern has been identical for all other cases I've taken note of.
