Lower level parties?

I started playing this game about a week ago but was a avid FFXI player. It was so much easier to throw up a party flag and search for people in FFXI. But so far in XIV, it seems hard to find a party to level up and just have general fun with other players. I have been ranking up on the wilds up to rank 16 when the levequests are on timer, but its starting to get slow, boring, and repetative...

In FFXI, you leveled up to about 10 then headed to Valkurm Dunes. My question is are there any places where low level people generally go to find a party or something? I've stuck around in Ul'dah for a bit but everyone is usually shouting for rank 44+ parties.

Ul'dah is pretty much the only place you are gonna find where people make parties.

Also, not many people party until level 20 mostly because you can easily solo/duo faster then waiting around for a party to start up.

Shout around for a few DoWs and head to the area north of Camp Horizon. There, you should find a bunch of nannygoats that should give a few hundred SP per kill around your level.
