It is an internet problem: it is a problem with congestion on the path the internet takes to get to SE's server. Doing a tracert or a pathping will show exactly where the issue is-- in my case, it's always once my route hits a Level3 node. I just ran a tracert right now, in fact:

As you can see, I have extremely low latency on my ISP's nodes up until that hop to Level3. If I use a VPN, which puts my connection to the server on a different path that goes around those hops, I have no latency whatsoever.
