In my case it is not the isp or my hardware. The only thing talking to my isp did was make me like them more. 'Cept the first girl I talked to was an idiot but after that the people were amazing.

Um.... yeah... you have issues with your service right there, at least within the scope of what this game demands. Until you get your latency in check (as in, consistently staying under at least 300ms all the time), you are going to have issues.
