And as i can see you didn't spend any attention to my words, instead you just try to find the mistake that SE did.

Again: It is not about the ISP of SE, it is not an issue in tier 3 networks, else it would have completly different symptoms, it is on tier 1 or tier 2, here a link:

From what i saw in the traceroutes it is gtt and level3.

You don't call a tier 1 or tier 2 provider, your local tier 3 provider does that.
It is not SE's responsibility to fix that, neither it is yours or mine.

Oh and even if SE would open a ticket to fix the connection to the dc and they have a 2 or 4 hours servicelevel, even on weekends, then that issue would still have to be directed to the carrier, which won't do anything before a weekday most likely.
