Every MMO/Internet company will have issues with their ISP once in a while. It is the MMO's company problem and they should complain to their ISP, or route around their ISP if they are multi-homed (don't put all your eggs in one basket).

In any case it would be nice to hear that the SE acknowledged there is a problem, and that they are working together with the ISP to see what is wrong, even better if they said that they have temporarily routed around their ISP until the problem is solved.
