    If an FC leader doesn't log in, in a certain number of days, the FC goes to someone else (as I'm sure you know, and which is like you said why he logs in monthly)... if he logs in on a very strict schedule (say every 30 days) how awesome would it be if you could get him suspended right before its his login time and have the FC fall into your hands. I'd go over the ToS very carefully to see if you can find any technicalities which you can report him for, and based on him his ostensible reason for what he's doing (saving the FC to sell) SE might be more willing to do it to prevent this type of activity. If you can get in a conversation with him and say the right things where you don't break the ToS but it sets him off enough to use hate speech and threats against you to a degree that breaks the ToS... you don't need screenshots anyway, just a timely GM report where they can review the logs themselves (that stuff does get saved for obvious reasons). Send him a Moogle Mail saying that the FC members think he is not an effective leader and they would like to request he step down from the position, and see if you get a super nasty response back. Just don't open the his response, if you get one, until right before you'd like to try and get him banned just in case you're lucky enough for him to send something really bad.

    How many FC credits do you have? That's the number next to the Silver star at top right of FC window, that FC members generate and which officers can spend on FC bonuses. Perhaps his incentive in holding FC members hostage is so he can one day sell the FC with a big ass balance to buy them with. Because right now the only one able to purchase FC actions is most likely him, and I guarantee he's not doing it... so each day that balance goes up and up.
