Haymaker mechanic practically screams something unique: "Counter Attack".

The problem is that Haymaker IS a GCD, which makes it annoying to use since it gets in the way of all rotations, given that it can only be used after a dodge, which we can't control or decide when it happens.

If Haymaker was an OGCD instead, it would be a very useful element for Tank's DPS, and hence more threat generating.

So, could it be considered as an OGCD with 10~30 seconds cooldown?
