I think it's because the more equipment slots you can fill, the harder it is to balance equipment.

Personally, I'd just do away with it. It seems redundant, and a couple more pieces don't seem that much of a disaster, balance wise.

Most mobs need a RADICAL rebalancing of their level of challenge anyway, so since they basically need to rebalance everything, they can just do away with obsolete limits.
