I hopped into Satasha to try and get a better shot of the text but... no luck.

But wasn't it mentioned before that player airships will be restricted to only being able to fly over the Sea of Clouds?

No from what I recall the flying mounts won't function in the current overworld only in the new one. Player airships iirc should not have this limitation.
