Basically yes. You can look at the 'mount system' items and notice that they sound like they're not far in development at all, but they'll still be included in 1.19 unless delayed. Different items take different amount of time to develop and test, in a nutshell.
IMO only the patch density matters, not the number of them. It's not set in stone what items are included in which patches. Two patches alone may be enough to keep them in schedule, if they're packed with content.
Either way, letter XV was such an obvious stalling letter to give him more time. Hopefully he won't miss the date by a month this time.

Exactly, remember the other times people had a heart attack, because we didn't get a producers letter in a given time frame? and the Dev gave a "hinted" response as to when it was coming and surely enough it came. Like I said im not in no rush at all if I get an answer great if not i'll continue my FFXIV travels till it does. I'm not sure why some people have to be so hostile.
It's always a good idea to actually read what the list says, in order to recognise what's due by the end of the Summer.
It doesn't say jobs will be implemented by the end of summer.
This is What Yoshida said in Letter X:
" His plans Untill Summers end of 2011" After summer is over those things should be implemented and the plans after Summer will be said at some point or another and so.It’s been a while since I last updated our list of changes, so I figured it was due for a good clean up. Like last time, I’ve grayed out the items already implemented and noted what patch they were released in. New entries to the list are appropriately marked as -NEW-. The Battle System section was getting a bit large, so I made a separate category for enemy and field changes. This time around, the list contains additions planned for up until summer 2011. You see what I did there with the bold font for emphasis? But anywho, without further ado, feast your eyes on the list in its entirety! (Remember, these are our plans until summer 2011!)
and within that list States the " Job System" Which is in the Summer 2011 list so.
Everything thats not " Future tasks" because those are things in the foreseen future that may or may not be in by summers end but the other 2 sections should be implemented.
Thats just me though
It'll be here when it's here. My guess is a letter next Mon or Tue.



Current:
-Development of core mechanics for the job system
-Establish the details of the initial set of jobs and their skills
-Development of graphical assets for each job such as equipment
Future:
-Cost assessment for job system implementation
-Determine the attributes of each job
-Stage by stage implementation of job-specific weapons and armor
Nothing in the current list says anything about Job implementation, and the future list only talks about eventual stage by stage implementation of gear.
Why implement gear if the jobs aren't out? that makes absolutely no sense at all It will serve no purpose till the Jobs come out :/
If you want to get Technical Everything on that lists doesn't say anything will be implemented.
Just because the "word" isn't there doesn't mean it will or will not happen



The gear implementation is listed for Future, not Current. Current being the stuff that is expected by the end of Summer, future stuff being...wait for it....future plans.
True they don't all list implementation but all that's listed under the Current job section specifically states "development" or "establish" meaning still in the planning/creating phases.



The old time table is out the window as far as i'm concerned.
