Since it hasn't specifically been mentioned yet: Don't go off of the announcements on the Lodestone about which servers are closed. Those are not updated nearly as often as the servers themselves. Any server may be listed as open, but actually be closed, or vice versa. Just pick a time when the server is likely to be pretty dead and keep trying and trying.
