New Character Server Selection

Hello, folks! I was hoping somebody could explain server selection (for new characters) to me.

I am a Legacy player myself, but I wanted to get my younger cousins into the game.

Question 1) Yes/no: they won't be able to create characters on my Legacy server? (Balmung)

Question 2) Would they be able to create a character on another server and slide them over into Balmung (ever), or is that prohibited if they weren't Legacy?

Question 3) If they can't make characters on a Legacy server, is there a place where I can find out which servers are the most active? I don't want to introduce them into the game, only to be stymied by long Duty Finder wait times...

And:
Question 4) If you were me, on a Legacy server with an established group of really nice folks in an FC/LS... what would you do?

I do know anyone could create a character on Balmung, as long as it's during a time when they aren't restricted. The same goes with making a character on another server and transferring. As long as Balmung is open at the time, they would be able to transfer.

This. Balmung is easily one of the most populated NA servers, which means it is frequently locked for new character creation. Your cousins are going to have to keep eyes open for chances to actually get into Balmung, because they're fairly rare - try every so often and they might be able to get in.

That said, there's nothing aside from that stopping them from creating/transferring onto Balmung.

On the EU side Odin is a server that is often closed of an afternoon/evening time, however I it is open for creation of new characters in the morning time. I would expect Balmung will be similar. Choose a quiet off peak hour. If it's a problem for them accessing the game for long enough to create a character at that time, just go through the character creation process as far as accepting the look and save the look. Then it's just a matter of loading the look and completing the class, location and name choices.

(I made a char on ever EU server at one point, before deciding which to play on. lol)

Get them to try and make character early in the morning. Always works for me.

Since it hasn't specifically been mentioned yet: Don't go off of the announcements on the Lodestone about which servers are closed. Those are not updated nearly as often as the servers themselves. Any server may be listed as open, but actually be closed, or vice versa. Just pick a time when the server is likely to be pretty dead and keep trying and trying.
