I imagine the devs look at both thread length and number of threads. I can't imagine they'd look through three pages of threads complaining about the cash shop and think "Well, there's no problem here, some of them are barely 10 pages long"

Besides, a really long thread could be 99% of people in favour arguing with the OP. 50+ threads with negative OPs at least indicates there are 50+ people that don't like it.
