They are, but even if they weren't developing for PS3 we'd probably have the same size areas because they had to pull a remade MMO out of some recycled 1.0 assets in two years time. That isn't much room for world crafting at all, which is probably why some areas of ARR look a tad rough.

I'm somewhat hopeful they add some visual TLC to the original zones when Heavensward lands. If Heavenwards' zones have a focus on wasting time flying your mount between islands (and I fathom we'll have zero vertical control just to limit our movement/what we can see), they could cheat it some by making you cross gaps to load out/in new assets so that the PS3 can bear the load.

Doesn't even really matter since Matsui's team already added ally-wide MP/TP display across all platforms, amongst many other little QoL adjustments (such as macroable gearset swaps and map icons, vanity system, etc) that game could have used a decade ago. The old XI crew for its first decade just seemed anti-anything that involved touching the interface side of things. They were content creators first and foremost.
