The Penalty have no logic

Hi 30 minutes penalty have no logic now...,
I was thinking we can get penalty if we don't accept for 5 minutes after queuing,
but now it's seem RNG, we got it or not...

Also i make a group one guys was AFK and din't accept, he din't got the penalty but a other guy got it (but he accepted)

Where is the logic of the penalty system ? i think it's a bug, but realy exept that how the penalty system work ?

anyway escuse my humor XD, but Atma and Penalty is the same fight ? The atma and the penalty have a drop rate ?

can we get a toilet pause option in game ? XD
